Tinkering with city government is not new, and the results are not always the ones that were intended. As G. Wayne Dowdy explains in his new book Mayor Crump Don't Like It: Machine Politics in Memphis, the city charter was amended in 1905 to limit the power of the mayor and increase the size of the City Council.
